Cloudmade packages OpenStreetMap data broken out by geographic regions. These are usually updated every 1 to 2 months from OSM feeds. They come in regular OSM XML format as well as ESRI Shapefile and various other formats such as Garmin, TomTom, and Adobe Illustrator.
